How do you get a lapel to roll naturally instead of lying flat?

The lapels on my current blazer lie completely flat instead of rolling softly from the roll line. I interfaced them with a medium weight fusible. Is this an interfacing choice issue, a construction issue, or is there something I should have done during pressing to encourage the roll?
